For my generation, it is an American word which we wouldn't use. Personally, I've never been on a "date" in my life, although I've been in several relationships, so perhaps that's another reason why I would not use the word. I can't speak for younger generations of Australians; it's quite possible that the idea of "dating" has become more popular.
My understanding of the meaning of the word is somewhat hazy, but I'll have a shot at trying to explain it. If person X said they were dating person Y, I'd think that they were going on dates together, for example going out to dinner, to movies or similar, in order to get to know each other and see whether they want to commit to a more serious relationship. As to "going out with", you'd think that that would be, if anything, more casual, but, in the language of my generation at least, saying you are going out with someone means that you are in a more or less permanent relationship with them.
NB - this depends on context: If you just said "I'm going out with Dave", that would mean you are in a relationship with Dave. You hang out with a friend, which means spending time with them. I hope that all makes sense!
